Plan-making was the act of creating a plan for the sake of accomplishing a goal, using the tools at one's disposal to avoid the obstacles between one and that goal. Complex plan-making required multi-faceted intelligence and talent in improvisation.

Gwendoline Starr was the criminal mastermind behind a series of international heists, all three of which were pulled off successfully. The only failure came after the completion of the final heist, when multiple members of her team turned on her. At 17 she had already earned herself a Red Notice, and went on to avoid capture until her escape plan was given to Interpol.[1]
Vincent Delacroix was an effective maker of plans, setting forth to capture Gwendoline's heist crew twice and succeeding on the second attempt. The first attempt only failed because of out-of-date records, while the second only succeeded due to an error on Korina Dominguez's part, as Gwen had otherwise effectively outsmarted Delacroix.[1]
Scott Ward formed the plan of attack for the Götterdämmerung heist, which involved crafting a team to make it through the zombie hordes, breaking into the Götterdämmerung vault chamber, cracking the safe, and flying from the city with the money contained within. Despite being unfamiliar with the zombie kingdom that had developed since his last experience with zombies, his plan worked better than expected, suffering only a single loss. That is, until Martin and Kate Ward acted on their own, Martin agitating the alphas and Kate leaving to find Geeta.[2]
Maria Cruz planned a number of simple get-in-get-out missions for Las Vengeance Search & Rescue, wherein Las Vengeance teams would venture into zombie-run Las Vegas to save trapped civilians.[2]
Marseille discovered that he had a gift in strategizing, forming, and enacting plans during his time as a soldier. He eventually used these skills to become a master thief.[3]
Bly Tanaka installed Martin into the Götterdämmerung heist team for the sake of accomplishing a secondary mission, which was nearly successful until Lilly caught on.[2]
The zombie fight club manager developed his own plan of attack against the zombies, though his plan never became notable against the actions of the others fighting for humanity's survival.[4]
